Motorized off-highway vehicle use on public lands has increased substantially in recent years. One of the important tools to protect natural resources from destructive OHV activities on public lands is the enforcement of OHV regulations. Many OHV abuses still occur on public lands. An option to try to increase compliance is to increase fines and penalties for violations of the regulations.
The goal of this research report is to examine how penalties for OHV violations can be changed and the problems that may be encountered in doing so.
